You can’t recognize the voice of someone you don’t know.
You can’t get to know God without hearing His voice but you can’t hear His voice without knowing Him.

The Problem (3:1)
The problem was that the Word of the Lord was rare. People couldn’t see God, in their heart, because He was not revealing Himself. Where there is no vision, Proverbs 29:18 says, the people perish
The Prompting (3:2-9)
Samuel doesn’t know the voice of the Lord because He doesn’t know the Lord. He has to be prompted to listen to the Lord, like you may have to be reminded that God is speaking.
The Prophesy (3:10-14)
Samuel’s introduction to God is that He is holy and awesome and fearsome if you blaspheme Him.
The Preacher (3:15-18)
Preachers today are often afraid to tell people what they don’t want to hear. Hirelings only tell people the popular parts. So, they’ll skip around scripture, to give topical sermons on how to be successful. So, people don’t really get to know God.
The Prophet (3:19-21)
There’s no getting to know God without His Word. If you’re one of Jesus’s sheep, you can hear His voice through His Word.
“My sheep hear my voice, and I know them, and they follow me.” (John 10:27)
